Gary Palmer introduces bill to end China’s grip on critical minerals, ‘unleash American energy’ by cementing Trump’s orders

U.S. Rep. Gary Palmer (R-Hoover) believes it’s time to back up President Donald Trump’s energy policies and end the nation’s dependence on China.

Palmer, who is the newly appointed Chairman of the House Subcommittee on Environment, introduced the Securing America’s Mineral Supply (SAMS) Act of 2025 to codify five of President Trump’s Executive Orders that unleash American energy and boost our critical mineral development.

“For four years, the Biden-Harris administration waged war on American energy and did nothing to make the U.S. less dependent on adversarial nations like China for critical minerals. This has become a serious threat to our national security,” Palmer said. “Upon taking office, President Trump took immediate action to correct the previous administration’s mistakes, and we must codify these actions to prevent future administrations from overturning the Executive Orders.”

The SAMS Act makes permanent these five of Trump’s Executive Orders on energy.

  • E.O. 13817 – A Federal Strategy to Ensure Secure and Reliable Supplies of Critical Minerals
  • E.O. 13953 – Addressing the Threat to the Domestic Supply Chain from Reliance on Critical Minerals from Adversaries
  • E.O. 14154 – Unleashing American Energy
  • E.O. 14241 – Immediate Measures to Increase American Mineral Production
  • E.O. 14272 – Ensuring National Security and Economic Resilience Through Section 232 Actions on Processed Critical Minerals

“Dependence on China for critical minerals is an undeniable threat to our national security,” Palmer added. “This bill is just one step toward ending that dependency.”

U.S. Rep. Robert Aderholt (R-Haleyville) is cosponsoring the legislation because it “unleashes American energy and restores U.S. control over critical mineral production by codifying executive orders from President Trump.”

U.S. Rep. Barry Moore (R-Enterprise) is also co-sponsoring the bill because he thinks it will “protect the American people.”

“America should never be at the mercy of an adversarial nation for the minerals that power our economy and defend our nation,” Moore said.

“I’m proud to cosponsor Rep. Palmer’s SAMS Act because it puts American workers, energy, and national security first. President Trump’s executive orders laid the groundwork, and this bill codifies his actions. This bill codifies his actions to protect the American people.”
