In an effort to reduce digital distractions in Alabama classrooms, Governor Kay Ivey has thrown her weight behind legislation that would ban smartphones in public school classrooms statewide.

Announced during her State of the State address, the legislation has already been filed in both the House and Senate and is expected to generate a range of reactions from educators, parents, and students as the debate unfolds.

Ivey, a former teacher, argued in her State of the State address that smartphones have become a major distraction in the classroom, dragging down academic performance and fueling disciplinary issues.

“Cell phones and other smart devices often dominate children’s free time and, not surprisingly, follow them into the classroom, lowering student achievement and contributing to discipline problems,” she said. “I share the view of most Alabama teachers and parents that cell phones should be banned in the classroom.”

Ivey and the bill’s sponsors — State Sen. Donnie Chesteen (R-Geneva) and State Rep. Leigh Hulsey (R-Helena) — say the cell phone ban focuses on promoting learning, not limiting freedom. 

“By restricting the use of cell phones during the instructional day, we aim to enhance academic performance and protect students from the negative effects of excessive screen time,” Chesteen said.

Education officials have increasingly pointed to research linking smartphone use to declining attention spans, lower test scores and rising mental health concerns.

The bills, HB166 and SB92, would prohibit the use of cell phones during instructional time, with local school boards determining any exceptions. The legislation would also mandate that school districts adopt internet safety policies and require social media education for students before eighth grade.

Both bills have been assigned to committees where they await an initial committee vote.
